Proctors have accidentally terminated tests, and they are not aware that they have chosen this option. It's possible they selected Start test over when resuming a test. It is not clear that this option will terminate the test. Whenever termination is possible, the proctors and administrators would appreciate having a second chance to correct an error and save the test. The current set-up is penalizing a student who has invested some one or more hours on the test already and now needs to retest because of accidental termination.
