I certainly agree strongly with this, but it's handled at my school by requiring all testing to be onsite, in person, and stepping up proctor vigilance. My school allows students to attend remotely in "hybrid" mode at their own discretion, but testing must be done in person. Also, we use Chromebooks with a security function which blocks access to other internet sites while testing.
